Pan-Asia Railway Integration and China’s Belt & Road Initiative

China’s Land-Sea Corridor boosts inland–ASEAN logistics with new routes, faster transit, and stronger policy support.

The East Coast Rail Link (ECRL) project is a key Belt and Road Initiative (BRI) venture and is planned to connect with the Pan-Asia Railway network, which links five ASEAN nations – Thailand, Vietnam, Laos, Malaysia, Cambodia and Singapore, with China.

The ECRL is a 665km, US$12 billion mega-rail project connecting Malaysia’s east and west coasts, built by China Communications Construction Company (CCCC).

The project is over 90% complete.and is scheduled for completion in Dec 2026 – Jan 2027. It will act as a major logistical artery from Kota Bharu to Port Klang in Malaysia, boosting trade, tourism, and bridging development gaps.

The largest investments under BRI in Southeast Asia are in the transport and logistics sectors, particularly railways. The Port Klang-Kota Bharu Railway is estimated at $12.08 billion, the Preah Vihear-Koh Kong railway line in Cambodia at $9.6 billion, and the Vientiane-Boten railway project at $5.8 billion.

These railway projects are part of the larger Pan-Asian Railway Network, which aims to link China with Southeast Asian countries.

Recent developments have highlighted the progress of this network, with the China-Laos Railway becoming fully operational in December 2021 and transforming Laos into a central hub for regional transport.

Thailand’s recent approval for the continuation of the China-Thailand High-Speed Railway project indicates a growing commitment to enhancing connectivity across the region.

Vietnam has recently approved $8.37 billion railway project to enhance connectivity with China. The Lao Cai-Hanoi-Hai Phong railway project will connect the northern port city of Hai Phong to Lao Cai, which borders Yunnan Province in Southwest China.

    Spans from Port Klang (Selangor) across the peninsula to Kelantan, connecting the east coast (Kelantan, Terengganu, Pahang) with the west.

    As of February 2026, the first freight and passenger trains were unveiled in Pahang, with over 91.7% of construction completed as of Jan 2026.
  • Impact:
    The ECRL is designed to be a major logistics artery, lowering freight costs and speeding up passenger travel between regions.
    Infrastructure:
    Key features include tunneling through the Titiwangsa Range, utilizing high-tech TBM (Tunnel Boring Machine) technology.
